Business Development Professional, Full- or Part-Time – North Carolina Military Business Center Defense Technology Transition Office

Definition. The North Carolina Defense Technology Transition Office (DEFTECH) is part of the NC Military Business Center (NCMBC), headquartered and supported by Fayetteville Technical Community College (FTCC). DEFTECH has a variety of missions which bring academic and private sector solutions to national security problems.  To accomplish this mission, we seek seasoned professionals with backgrounds including military experience, high technology product development, commercialization, leadership, capital investment, and general program management experience with specific familiarity of the technologies we focus on:  advanced energy and materials, artificial intelligence, autonomous systems, cyber, human systems (any technology that optimizes human performance in an adversarial environment), medical, and space.  DEFTECH innovation outreach professionals must be adept at taking initiative, working dispersed but as part of a team, and who are effective at developing new and maintaining relationships with researchers, innovators, accelerators, incubators, businesses, and government personnel.

The goal of this position is to plan, organize, coordinate, and perform activities as described above in support of DEFTECH, the NCMBC and FTCC.

Note: This position will be an employee of the staffing agency in contract with the NCMBC. This position may transition to a Community College position in the future.

Essential Duties—Duties may include, but are not limited to, the following:

Public awareness.  Building public, business, government awareness of military and other federal innovation opportunities by: 1) conducting meetings, briefings and training and 2) contributing content to NCMBC & DEFTECH communications tools (website, LinkedIn, e-newsletter, blog, and other social media) to promote NCMBC & DEFTECH services.    

Consultation.  Consulting with businesses, academia, and government innovation offices (one-on-one) to recruit or to engage them more effectively in the federal market, connect them with the NC Innovation Ecosystem, and/or to assist them in competing for specific contracts.  The position will conduct these one-on-one meetings/consultation sessions telephonically, in Community College office space(s), at the business location or at other locations.  Consultations may result in referrals to other partner agencies.  Special consultation activities include Business Visits and Technical Assistance activities (see below).  

Business Visits.  Conducting business visits to current federal contractors and innovation businesses in North Carolina. Assess government needs/gaps and client companies’ capabilities. Recommend actions, connect innovators and government as appropriate, and refer clients other resources, as needed.  

Contract Opportunities Identification, Distribution, and Disposition.  Within assigned government outreach offices/agencies: 1) identify current and future federal SBIR/STTR, BAA, OTA and other innovation opportunities, 2) using the NCMBC client management database (SalesForce) distribute each opportunity to the DEFTECH network 3) analyze each opportunity and call or email DEFTECH network companies who are best positioned to respond, encourage them to do so, and offer 4) one-on-one assistance (e.g., solicitation interpretation, submission review and advice) and 4) acquire and reporting contract award and win data to DEFTECH Director and the NCMBC headquarters.

Government Outreach Office Relationships. Establish and maintain liaison with assigned government innovation outreach officials and associated small business specialists.  The goal of such liaison is to build relationships, develop trust and open communications, and promote NCMBC and DEFTECH as a partner that can increase government outreach and help provide more potential solutions to its gaps and problems.  

Social Media.   As directed, draft articles and post notices on the DEFTECH LinkedIn page and other social media outlets.  Assist with keeping the https://defetech.nc.gov website up to date.

Excellent word processing, spreadsheet and database utilization and internet research skills, including working knowledge of MatchForce.org, MS Office and client management software.

Related duties.  Performing related duties as assigned by the Director of Operations, NCMBC or DEFTECH Director.

Qualifications

Knowledge of:

  • Federal agency, military service, and component command missions, organizations, functions, and operations. 
  • Federal, agency, and command acquisition regulations, processes, procedures, instruments, and resources.
  • Corporate business development and contract capture processes and procedures.
  • Processes and procedures for developing, coordinating, and implementing strategic and industry work plans.

Ability to:

  • Communicate effectively, both orally and in written form.
  • Conduct internet-based research.
  • Effectively utilize word processing, spreadsheet, database, and client management software systems.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Counsel and develop client business capacity in federal contracting processes and procedures, especially SBIRS, Grants, OTAs and other streamlined acquisition processes
  • Develop, deliver, and assess collective training in federal acquisition processes and procedures.
  • Lead teams in developing strategic plans and in planning, coordinating, and executing statewide events.

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be: 

Experience:

  • Combination of education or experience equivalent to four years in business development and/or military procurement.  
  • Working knowledge of military procurement systems and procedures.
  • Work experience in military procurement.  

Training:

Bachelor’s degree or higher from an accredited college or university in Business Administration or related field.
