Industry Day – 2024 Small Capacity Weight Handling Equipment Multiple Award Contract

June 26 @ 12:00 pm - 1:30 pm

A Weight Handling Equipment Industry Forum sponsored by Navy Crane Center will be held via Microsoft Teams on 26 June 2024 starting at 1200 Eastern time for those businesses interested in this procurement and that classify as a Small Business under North American Industry Standard 333923. The purpose of this Industry Forum is to provide information regarding the scope of the upcoming Small Capacity Weight Handling Equipment Multiple Award Contract (WHEMAC) and to provide other relevant information regarding the overall pre‐award and post‐award process for this proposed procurement.

This Small Capacity WHEMAC will be used primarily for the ordering of new, and the overhaul of existing, Weight Handling Equipment (WHE) of varying types (bridge cranes, jib cranes, monorail/hoist cranes, gantry cranes, etc.) and lifting capacities for Navy, Marine Corps and other federal activities worldwide. The work contemplated under this Small Capacity WHEMAC will include, but not be limited to: site survey/investigation; design; fabrication; crane rail alignment survey/installation; demolition/removal of existing cranes and equipment in compliance with environmental disposal restrictions; runway/equipment electrification; crane installation; crane testing; and operational training. Cranes will be designed and manufactured in accordance with CMAA 70 and CMAA 74 (as applicable) as modified by NAVCRANECENINST 11450.2A, and certifiable in accordance with NAVFAC P‐307. Application for use of the weight handling equipment to be procured under this Small Capacity WHEMAC is intended to primarily support General Purpose Service (GPS). However, it is not restricted from the procurement of more complex applications, including handling of fissionable materials, molten metals, ordnance, hazardous area applications as defined by the National Electric Code, and Special Purpose Service (SPS).

The Small Capacity WHEMAC will primarily be used for, but is not limited to, the procurement of new WHE and/or overhaul of existing WHE with the following characteristics:

  • Primarily less than or equal to than 30‐ton (60,000 lbs) capacity
  • Primarily up to a maximum single span of 60 feet
    • Span shall apply only to bridge and gantry cranes
  • Primarily for the procurement of General Purpose Service cranes
  • Allowance is made to permit the procurement of cranes outside of the above listed criteria if circumstances require.

The Government reserves the right to award up to a maximum of 10 Indefinite Delivery/Indefinite Quantity contracts under one Small Capacity WHEMAC. Award will be based on source selection criteria. This procurement is anticipated to be a small business setaside.
