Industry Day for Unmanned Aircraft System (UAS) Contractor Owned Contractor Operated (COCO) Intelligence, Surveillance, and Reconnaissance (ISR) Services, (PMA-263)

INTRODUCTION

Naval Air Systems Command (NAVAIR) Program Executive Office, Unmanned Aviation and Strike Weapons, PEO(U&W) PMA-263 at Patuxent River, Maryland, announces its intent to broaden industry partnerships for current requirements and future capabilities via Contractor Owned Contractor Operated (COCO) services for the Navy and Marine Corps Small Tactical Unmanned Aircraft Systems (UAS) Program Office (PMA-263) in support of the Department of Defense (DoD) and Other Government Agencies (OGA). These services will support domestic and coalition military partners in combat and contingency operations.

OBJECTIVE/BACKGROUND
PMA-263 will use this Industry Day to present current requirements and future capabilities to representatives from industry seeking to provide COCO ISR services in support of DoD, OGA, and combat and contingency operational requirements. This Special Notice is related to support activities for landbased and ship-based operations to provide reliable delivery of sensor data.

INDUSTRY DAY
NAVAIR hereby invites interested parties to participate in a virtual Industry Day Microsoft TEAMS on January 08, 2025 from 1100 to 1400 EST. Attendance at Industry Day is limited to five (5) individuals per company.

A General Session (unclassified) hosted by PMA-263, will present plans for current or future procurements to representatives from industry seeking to provide COCO ISR services in support of DoD, OGA, and combat and contingency operational requirements. This Industry Day is related to support activities for land-based and ship-based operations to provide reliable delivery of sensor data. Contractors would be responsible for providing all resources to produce sensor data including trained personnel, non-developmental UAS equipment, associated certifications, operation and maintenance, spares and product support. Contracted services would be in direct support of ISR missions requiring around the clock imagery and other sensor capabilities. Contractors shall be capable of providing ISR services on a normal and surge basis, 24-hours a day, seven days a week, 365 days a year.

The General Session will be followed by a short Question and Answer (Q&A) session.

The Excel Workbook contains a request for a classified email address. This is in the event classified information needs to be shared.

Question form is provided in this notice.  It is entirely within the United States Government (USG) discretion to answer any questions related to this Industry Day or any content covered therein.  Any questions and answers will be provided to all members of industry via this notice at SAM.gov. BACKGROUND/PERFORMANCE

Current PMA-263 UAS ISR Services include the following performance parameters. These parameters constitute mandatory minimum requirements:

  • National Defense Authorization Act (NDAA) Compliant
  • Technology Readiness Level (TRL) 8 per DOD Deskbook 5000.2
  • Operational range: up to 75 Nautical Miles (nm), with a single air vehicle
  • Datalink range (communications and Full Motion Video (FMV)): Line of Sight with Type-1 Encryption utilizing the Bandwidth Efficient Common Data Link waveform
  • On Station Time: 10 hours “Time-on-Station” (TOS) at maximum range
  • Simultaneous, multi-intelligence capable with FMV sensor(s) and an Electronic Warfare (EW) type sensor or Wide Area Maritime Search (WAMS) sensor
  • FMV: Electro Optic (EO) / Infrared (IR):
    • EO output meeting or exceeding the National Imagery Interpretability Rating Scale (NIIRS) of 8.4, when taken from the Unmanned Air Vehicle (UAV) at an altitude of 3,000 feet above ground level (AGL) at a 45-degree slant range.
    • IR output meeting or exceeding the NIIRS rating of 7.2, when taken from the UAV at an altitude of 3,000 feet AGL at a 45-degree slant range.
  • GPS Precise Positioning Service (PPS) receiver
  • Operate in GPS-contested/degraded situations (UAS shall be capable of 74dB of anti-jamming or similar capability for all phases of flight)
  • Operate in adverse weather conditions and austere environments
  • Runway Independent
  • The Air Vehicle (AV) shall operate on JP-5 Aviation Grade Turbine Fuel per MIL-DTL-5624W, ASTM-D910-20A and MIL-DTL-83133K
  • Sensor output STANAG 4545, 4607 and 4676 messages

It is the respondent’s responsibility to monitor this site for the release of any follow-on information. PMA-263 plans to release two (2) Requests For Information (RFIs) shortly after Industry Day to assess potential qualified industry partners. The first RFI will seek to identify vendors capable of meeting current ISR requirements. The second RFI will seek to identify vendors capabilities for future ISR requirements.
